
At the Fourth High-level Meeting on Transport, Health and Environment (Paris, 14–16 April 2014), member States decided “to initiate the development of a pan-European Master Plan for Cycling Promotion, supported by guidelines and tools to assist in the development of cycling promotion policies at the national level. This initiative was undertaken within the framework of the Transport, Health and Environment Pan-European Programme (THE PEP) partnership on cycling promotion, led by Austria and France.
Since then, representatives of member States and stakeholders worked together to develop the draft of the master plan, adopted at the fifth High-level Meeting on Transport, Health and Environment (Vienna, online, 17-18 May 2021).
