THE PEP work plan (2009 - 2014) was adopted by the third High-level Meeting on Transport, Health and Environment held from 22-23 January 2009 in Amsterdam. It is enshrined in the Amsterdam Declaration "Making THE Link: Transport choices for our health, environment and prosperity" which sets out four priority goals and outlines 3 new implementation mechanisms by which to attain them.

THE PEP work plan (2014-2019) was adopted by the fourth High-level Meeting on Transport, Health and Environment held from 14 to 16 April 2014 in Paris. It is enshrined in the Paris Declaration “City in Motion – People First!” which sets out five priority goals and four implementation mechanisms by which to attain them.
